China Star, 410 N. Main St., Moscow, Sept. 30. Regular inspection; in compliance. Violations: Ambient temperature in the bain marie is 47 degrees F; chicken, beef and shrimp 4 degrees F, noodles 46 degrees F. The food was placed in the walk-in cooler. Insert trays will be placed in ice on the cook line. The owner has called the service to repair the bain marie. Shall maintain cold food at 41 degrees F or below. Temperature measuring device for ensuring proper temperature of equipment is not available in the chest freezers. The cook line bain marie is not maintaining cold food at 41 degrees F or below.
Deli 4 U, 903 Church St., Jessup, Sept. 30. Regular inspection; in compliance. Violation: Serve-Safe certification expired 6/27/2016. Sanitarian gave owner contact information for completing food safety course. Notified the establishment owner to renew or maintain food employee certification when handle potentially hazardous foods.
Scott Manor, Rte. 632 Scott Twp., Sept. 30. Regular inspection; in compliance. Violations: Food facility is using an approved non-public water system, but does not have current laboratory testing results for water potability. Facility to fax results to PDA office. Plumbing system not maintained in good repair. Handle for hot water is broken. No sign or poster posted at the hand-wash sink in the rest room area to remind food employees to wash their hands. A sign was posted during this inspection.

Foliage Chinese Restaurant, 43-45 7th Ave., Carbondale, Oct. 3. Regular inspection; out of compliance. Violations: Person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Honey ingredient storage containers, in the kitchen area, not labeled with the common name of the food. Common bowls without handles observed in bulk ingredient bins. Observed knives and cleavers stored between table edges or between tables, an area not easily cleanable & sanitized. Observed wet wiping cloths in prep table, not being stored in sanitizer solution. Observed bag of onions stored in a unclean storage area of the facility. Observed cooked chicken food stored under dirty shelving and subject to potential contamination. Observed shopping bags being used for food storage are not an approved food contact storage container. Observed chicken cooling at room temperature on the back room storage, which is not a proper cooling method. Reviewed with owner proper cooling method. Interior of exhaust hood has an accumulation of grease. Toilet room is not provided with a trash receptacles. Observed ripped/torn door screen located in kitchen and does not protect against the entry of insects, rodents, and other animals. Paper towel dispenser empty at the hand-wash sink in the toilet room. Approximately 8-12 fruits or drain flies observed in the bathroom and back storage area of the food facility.

Food employees observed in prep area, not wearing proper hair restraints, such as nets, hats.
Sunny Chinese Restaurant, 1121 Northern Blvd., South Abington Township, Oct. 4. Regular inspection; in compliance. Violations: Raw animal foods (eggs) were stored above ready-to-eat foods (produce) in the walk-in cooler. The eggs were moved during this inspection. Observed employee wash and rinse a food storage container without using a chemical sanitizer before placing to dry. Employee was instructed to wash, rinse and sanitize all food contact equipment during this inspection.
Tony B. Country Market, 1591 Heart Lake Rd., Scott Township, Oct. 4. Regular inspection; in compliance. Violations: Pre-packaged hoagies are not labeled properly with a net weight and distributed by statement. Pre-packaged hoagies are not labeled to clearly indicate any “Big 8” allergen ingredients and/or the allergen warning statement. Reviewed and left PDA handout on labeling of foods at retail during this inspection. The deli slicer, a food contact surface, was observed to have food residue and was not clean to sight and touch.
