Msgr. Joseph P. Kelly honored by Lackawanna County Commissioners


The Lackawanna County Commissioners present a proclamation to Msgr. Joseph P. Kelly in recognition of his retirement as Diocesan Secretary of Catholic Human Services and Executive Director of Catholic Social Services. Kelly administered a number of adoption, housing, emergency relief and counseling services and was active in managing or volunteering with various youth, social service and religious programs. His most recent assignment was overseeing the operation of the St. Francis of Assisi Soup Kitchen. From left, Commissioner Edward G. Staback, Kelly, Commissioner Patrick M.
