Lackawanna County restaurant inspections March 8 – March 14


The following are recent Lackawanna County restaurant inspection reports from the Pennsylvania Department of Agriculture. According the agency: “any inspection is a ‘snapshot’ of the day and time of the inspection. An inspection conducted on any given day may not be representative of the overall, long-term cleanliness of an establishment. Also, at the time of the inspection violations are recorded but are often corrected on site prior to the inspector leaving the establishment.” The information is taken from the inspection database at www.eatsafepa.com. Viewmont Diner, 448 Scranton-Carbondale Hwy., Dickson City, March 8. Follow up inspection; in compliance.

Augustine’s Club 17, 518 N. Main St., Old Forge, March 9. Regular inspection; out of compliance. 16 Violations: The person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Food Employee observed changing tasks that may have contaminated hands without a proper hand-wash in-between. Food employees observed in prep area, not wearing proper hair restraints, such as nets or hats. Observed bag of onions stored directly on the floor in back storage area, rather than 6 inches off of the floor as required. Refrigerated ready-to-eat, time/temperature control for safety food prepared in the food facility and held for more than 24 hours, located in the reach-in refrigerator, is not being date marked or marked with the date it was opened. Hood filters have an accumulation of dust, grease and webbing. Buildup of static dust observed on fan guards in walk-in freezer and reach-in refrigerator. A food employee was observed touching hot dogs bun, a ready-to-eat f,with bare hands. Scoop being stored in the ice storage bins in contact with the ice. Several food items (cheese, chicken wings, hot dogs, fish, sliced tomatoes and deli meat) were held at 56-57 degrees F, in the reach-in refrigerator area, rather than 41 degrees F or below as required. Discarded all the items and denatured. Reach-in refrigerator is not holding 41 degrees F or below. Refrigerator not to be used to hold potentially hazardous foods. Observed black residue inside ice machine and rust-like residue around deflector plate and was not clean to sight and touch. The interior of the microwave oven had an accumulation of old food residue. Dish rack, a food contact surface, was observed to have black mold-like residue and was not clean to sight and touch. Non-food contact surfaces (tray guides for pizza rack and plastic cover) not cleaned at a frequency to preclude accumulation of dirt and soil. Indoor storage area for waste is not separate from equipment (ice machine bin), and presents a cross-contamination hazard. Observed cardboard being utilized as a floor covering Floor and wall in the kitchen area are cracked, roughened and are not a smooth, easily cleanable surface. Rear storage area, prep area of the food facility are dirty, dusty, and in need of cleaning. Wall in the ware-wash area, has a hole, or is broken and in need of repair.

Nichols Village Hotel and Spa, 1101 Northern Blvd., Clarks Summit, March 9. Regular inspection; in compliance, 8 Violations: Working containers in the kitchen area, used for storing chemicals taken from bulk supplies, were not marked with the common name of the chemical. The chemicals were discarded during this inspection. Observed cardboard boxes of cereal stored directly on the floor in breakfast room area, rather than 6 inches off of the floor as required. Commercially processed refrigerated, ready-to-eat, time/temperature control for safety food (deli meats, salad dressings), located in the walk-in cooler, and held more than 24 hours, is not being marked with the date it was opened. Items will be date marked going forward from this date. Refrigerated ready-to-eat, time/temperature control for safety food (rice, sauces, meats) prepared in the food facility and held for more than 24 hours, located in the walk-in cooler, is not being date marked. Items will be date marked going forward. Customer self-service single-use tableware at the breakfast area is not displayed in a manner so that only the handles are touched by customers. Mixing bowl observed in the breakfast room hand-wash sink, indicating uses other than hand washing. The bowl was removed during this inspection. Paper towel dispenser empty at the hand-wash sinks in the main kitchen and breakfast room areas. Paper towels were placed at the sinks during this inspection. Food facility has lost its certified food employee within the last week. A list of courses was left with the person in charge. The food facility does not have the original certificate for the certified food employee posted in public view.

Jet’s Pizza, 1550 Main St., Dickson City, March 10. Regular inspection; in compliance. 5 Violations: Food employees observed in prep area, not wearing proper hair restraints, such as nets, hats, or beard covers. Hood filters have an accumulation of dust. Food ingredient storage containers, in the prep areas, are not labeled with the common name of the food. Containers were labeled during this inspection. Food dispensing utensils in flour containers observed stored in the food and not with handle above the top of the food. The utensils were re-positioned during this inspection. Wall behind pizza ovens has an accumulation of dust.

Rita’s Ice, 534 Scranton Carbondale Hwy., Dickson City, March 10. Regular inspection; in compliance. 4 Violations: Food contact surface of spatula is not smooth, easily cleanable and/or resistant to pitting, cracking or scratching. The hand-wash sink in the food area was blocked and not accessible at all times for employee use. Women’s toilet room is not provided with a covered waste receptacle for sanitary napkins. Food facility has an original certificate posted, but the location is not conspicuous for public viewing.

Route 6 Mini Mart, 515 Business Route 6, Archbald, March 10. Regular inspection; in compliance.

Subway #37943, 900 Commerce Blvd. Dickson City, March 10. Regular inspection; in compliance. 1 Violation: Observed beverage dispensing equipment in self service counter area with an accumulation of syrup residue behind levers, a non-food contact surface. Employee cleaned area during inspection.

Carbondale Area Jr. Sr. High School, Brooklyn St., Route 6, Carbondale, March 11. Regular inspection; in compliance.

Carbondale Elementary School, 103 Brooklyn St., Carbondale, March 11. Regular inspection; in compliance. 3 Violations: Employee toilet room does not have a self-closing door. Observed an accumulation of water buildup on the walk in cooler floor. Unable to determine water source. Women’s toilet room is not provided with a covered waste receptacle for sanitary napkins.

Cugino Restaurant, 107 E. Drinker St., Dunmore, March 11. Regular inspection; in compliance.

Dollar General #9234, 1 W. Gate Dr. Carbondale, March 11. Regular inspection; in compliance. 2 Violations: Receiving door located in the back room storage area of the food facility has a gap at the base of the right side and does not protect against the entry of insects, rodents, and other animals. Door sweep right side piece missing . Sales area floor surface of the food facility is dirty, dusty, and in need of cleaning.

Cafe Rinaldi, 426 S. Main St., Old Forge, March 14, Regular inspection; out of compliance. 15 Violations: An open employee’s beverage container was observed in prep area, a food preparation area. Flour and bread crumbs ingredient storage containers, in the prep area, is not labeled with the common name of the food. Observed in-use knives and/or cleavers stored between table edges or between tables, an area not easily cleanable & sanitized. Scoop being stored in the ice machine with handle buried beneath the ice. Meat slicer, a food contact surface, was observed to have old food residue and was not clean to sight and touch. Under mechanical dishwasher not cleaned at a frequency to preclude accumulation of old food, spill on non-food contact surfaces. Observed clean food equipment and/or utensils in kitchen area, stored uncovered or not inverted. The person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Food employees observed in prep area, not wearing proper hair restraints, such as nets, hats, or beard covers. Severely dented, swollen, distressed canned items observed in basement area and intended for use in the food facility. Observed rice cooling under dirty ventilation ducts and subject to potential contamination. Exhaust hood has an accumulation of dust and grease. Loose or broken door hinges observed on the refrigerator unit. Observed deeply scored cutting boards not resurfaced or discarded as required. Fan guards in walk-in coolers/salad refrigerator have an accumulation of dust. The hand-wash sink in the kitchen area being used as a food preparation.
